Our vision is to end racial and economic disparities in North St. Louis City by creating a Preschool-to-Promise Pathway—where every child begins life with opportunity, and every family has the support to sustain it.

At the Foundation for Strengthening Families (FSF), we envision a future where strong, connected families are the foundation of thriving communities.

Our Vision

Our focus begins with Black mothers and children, addressing the structural inequities that have historically limited access to health, education, and opportunity.

We believe that breaking cycles of poverty requires a generational approach—starting with prenatal care, continuing through early learning, and extending into lifelong family and community support.

By investing early and consistently, FSF transforms individual lives and entire neighborhoods.

THE PRESCHOOL-TO-PROMISE PATHWAY

The Preschool-to-Promise Pathway is FSF’s comprehensive model for community transformation. It is a continuum of programs and services designed to meet families where they are and guide them toward long-term stability.

Prenatal and Infant Support

Through the Healthy Start program, Black mothers gain the education, resources, and confidence to raise healthy babies.

Early Childhood Development

Good Shepherd Early Learning Center (North St. Louis) and Good Shepherd–West (Warrenton) provide high-quality childcare and education for ages 6 weeks to 5 years.

Emotional and Behavioral Health

Young Boys Healthy Start and in-house counseling services equip families with social and emotional tools to thrive.

Family Resource Access

Programs like Clean & Dry Baby meet immediate needs and connect parents to long-term supports.

Culturally Centered Education

Good Shepherd Academy for Boys bridges the gap between early learning and elementary education, fostering academic readiness and leadership.

The Preschool-to-Promise Pathway is more than a framework—it’s a movement to replace inequality with infrastructure, and despair with design.

Our Geographic Focus

North St. Louis City

FSF’s work is rooted in three key neighborhoods:

  • Hamilton Heights

  • Wells-Goodfellow

  • West End

These areas have long faced historic disinvestment, housing instability, and limited access to quality education.
Within this 2.5-square-mile footprint, FSF has created an ecosystem of programs that meet families at every stage—from pregnancy to preschool.

Our proximity to families ensures accessibility, trust, and collaboration.

Rural Missouri - Warrenton

In 2023, FSF expanded its impact beyond city limits with the opening of Good Shepherd Early Learning Center–West, serving families in Warren County.

By adapting our model to rural environments, FSF is bridging the gap between urban and rural poverty—proving that compassion, innovation, and access can thrive anywhere families need them.
